Windows 98 will not finish setup

I'm trying to install Windows 98 on a computer. It will get to where you have to restart the computer, it go through restarting but I get an error, "While initializing device VPICD Windows protection error. You need to restart your computer.

I tried to start computer in safe mode but I get the same error. Sometimes the blue screen with "Microsoft Windows 98" hangs when trying to start it.

Can someone help me with this problem?

Try this...

Enter BIOS and change the setting "PnP OS Installed" to "NO" and restart the computer and re-install Windows.

I don't think that this is the case for that error message, but in addition to the other suggestions, make sure your boot sector virus protection is off in the bios.
 
You might want to try removing some of hardware (eg, sound, modem, network cards, CD writer...) during the install. If ok, try adding back after install.
 
I have tried all of the suggestions everyone gave me but nothing is working. When I went to the Windows 98 web site and try to find out about the problem they say I need to remove the drive devices VPICD - Virtual Programmable Interrupt Controller Device & IOS - Input/Output Supervisor.

How do I remove them?
