Windows 98 setup no response

I boot the hard disk using windows 98 start up disk . I reformatted the hard disk and copy the windows cabs file from cd rom to my D drive .

After that I tried to enter : d:\win98\setup to run setup

But the setup won't run and the cursor only blikling .
I never met this problem before. Pls help.

I tried to use anoher hard disk , but give me the same problem.
 
Are you sure you are copying the setup files correctly from the cd?
You need to copy the complete Win98 folder to d: plus the file Setup.exe which is not in that folder, but in the root of the CD. You copy it to the root of D: and your setup command will then be D:\setup All things are possible except skiing through a revolving door.
 
As I know , The setup indise the Win98\ folder should run same as the setup in the root drive.

I used this method for many many times and never give any errors to me.

I suspected that this is the hard drive data structure problem , but i don't know how to fixed it. Both partition are FAT32 and is made by fdisk.
