Windows 98 Reboots Unexpectedly during installs

Windows 98 system reboots whenever we try to install or uninstall anything. First, let me tell you Windows 98 cannot be reinstalled either, the system reboots in the process with no reason.
A few facts,
1) system is running Norton Desktop, Av, Crashguard ("totally useless") and itself cannot be uninstalled,
2) Black Ice was installed, but system was fine after that.
3) A USB Palm Pilot was connected to the system recently.
This is the most promising source of the problem.
System was booted with EVERYTHING disabled in System Configuration Utility, and still cannot run any form of Setup by any company or Add/Remove Programs.
