ive installed windows 7 and TAPI works OK.
what version of 7? 32 or 64bit?
Ive installed Win7 Enterprise - 32bit and all the IPO apps work just fine.
try a reinstall of TAPI and remember to reboot. i think i found after a reinstall and a reboot mine actually worked.

Goto Telephone and modem option, delete the AVAYA tapi2 in the advanced tab. Then add it again.
