What do I need installed on a 2000 Pro machine to unlock user accounts on my domain server?

copy adminpak.msi from your server or server CD, install it on your 2k pro machine and what you can do.

After instalation click on
Start + Programmes + Administrator Tools + Active Directory Users & Computers + click on Action + Connect to domain + "Enter domain name and click ok" + then click on '+" sign then click on users + double click on any locked user ... here you can unlock the user plus many thing more
