Windows 2003 server problem

I have two windows 2003 servers, both domain controllers on my network. Server1 has file shares and so forth, and Server2 is connected to the internet with one network card and to the local network with the other. Server1 handles dns/wins/dhcp. I have used the wizards to set up routing and remote access vpn on server2, however when i try to connect, it says verifying username and pass, and stays theree for a long time. then it gives the following error:

Error 721: the remote computer did not respond.

Someone told me i need to install a certificate server, how do i do this, and what steps should i use?

Have you enabled NAT/Firewall? if yes, check the settings. also check the DHCP settings on the VPN server.
