Windows 2000 servers no replicating correctly

We are getting this error on all of our bridgehead servers, we have 4 sites.

Explicit bridgeheads to support inter-site replication to and from site CN=********,CN=Sites,CN=Configuration,DC=*******,DC=com over transport CN=IP,CN=Inter-Site Transports,CN=Sites,CN=Configuration,DC=********,DC=com have been selected, but none of these servers can replicate the partition CN=Configuration,DC=********,DC=com.

Please use the Active Directory Sites and Services snap-in to do the following:

1. Configure servers that can support replication of the given partition as preferred bridgeheads for this transport. You can do this by modifying the corresponding server objects.

2. Ensure the server objects have an address for this transport. For example, servers performing replication over the SMTP transport must have a mailAddress attribute. This attribute is normally configured automatically after the IIS/SMTP service is installed.

In the meantime the KCC will consider all servers in this site as possible bridgeheads for this partition.

Everything i have seen talks about a windows 2003 server being configured as the bridgehead server, but we only have windows 2000 DCs. Each of the four sites has one win2000 DC configured as the bridgehead using IP as the transport. I do not know what is going on but i feel like the is causing the replication problems. We are having techs call in and say they change a password on the main server at our main office and the user still cannot login, when we go into the remote DC it is still locked. This has been a problem for a while but it seems to come and go. If somone has had this problem and has a resolution i would really appreciate the help!!
 
ignore the ****** for the CN and DC, i am just paranoid.
 
Did you ever find an answer to this problem? I am running into a similar situation.
 
Yes acctually, i should have posted it. We had our Bridgehead servers for IP configured on a server that no longer was a DC. In other words, We had manually changed the bridgehead to a certain server, and then demoted that server, but the bridgehead never got changed. If you are getting the same error, then go into your Sites and services, expand your sites and right click on each of the servers and make sure the bridgeheads are configured correctly, if i am not mistaken the bridgehead must be a global catalog server.
