Is it possible to have a pop-up message display on users who connect to a windows 2000 VPN server?

I know that you are able to set a registry setting, in the Local Secruity Policy that allows a pop-up message for locally logged in users to be displayed. If you connect VIA vpn dial-up to the server, can there be a pop-up message for those connected clients?

I was thinking maybe you could do something like auditing user log ons on the ras, then setup some event reaction to run a bat with net send inside...just an ideer.
