Windows 2000 Pro support for Dual Xeon Processor

We recently setup a Dual Xeon Processor system here for Video over IP recording/processing but performance is poor.
The system MB is using Intel Server Board, Dual Xeon 2.6GHZ Processors, 1 Gig RAM, S-ATA Drives.

When compared to a Dell P4 2.6 single processor system, it's almost the same performance, BOTH SYSTEMS ARE RUNNING WINDOWS 2000 PROFESSIONAL, all Windows updates and service packs installed.
Should we use a different OS on the Dual Xeon PC to increase performance?

Your assistance will be most appreciated!!!!!!!!!!!!!!

You must enable dual processor support in win2000. It does not install automatically. You have to use device manager.
Look up processor in the help files...
