Windows 2000 permissions

Is there a way to assign folder/file permissions to programs instead of users/groups? I don't want the users to have access to the database files (*.dbf, *.cdx). I want to make sure that the only way the users access these files is through the program (and not through Windows Explorer). Thanks in advance.
