Windows 2000 Machine Locks Up Before Boot

A HP Pavilion 4550Z that I am working on keeps locking up when it gets ready to boot windows 2000. I tried to use boot disks and the cd and in inspects my comp. configuration, says starting windows 2000 and locks up. The owner of this comp says some of her usb, mouse ports have been acting up as well. does this sound like a hardware issue? im thinking its the hard drive or the mother board. does anyone have an idea or think they can help me. I would appreciate it.
