Windows 2000 Auditing

I enabled an Audit policy to audit logons. I applied this policy through a GPO in AD. I applyied the GPO to a Global Group in the permission. The policy never went in effect. I had to the group authenicated users back in the permission and then the policy went into effect. Any ideas why I can't apply this to a certain group instead of all authenicated users?
