Win98 SE and activeX Events on Internet Explorer

Hi,

When running a particular activeX program on windows 98SE IE6 the events do not fire(trigger) at all. The Event Handler is in javascript. It works under all other OS(and IE versions) when opened in the main internet explorer instance. (note events will not fire if opened in a new browser window for any OS). Does IE work differently under win98SE and open ALL browser windows as if they were "new windows"? or is there something else that means events can not fire?
