Win98 - Desktop Icon for Websites Changes - Help Requested

I have Netscape set as my default browser. When I make a desktop shortcut to a website, the icon would be based on a Netscape symbol. Two days ago I made a shortcut and the icon is based on Internet Explorer. I did not change any settings that I'm aware of and would like to know what caused the change.

Any help would be appreciated.

Possibly an update if you did windows update it might have reset IE as default.
