Win98 Applications not working..missing file

when a user ran a virus check it came up with 2 files infected..."Spendntofml.exe" was deleted...now no applications will run..the OS is Win98...i get an error message saying it is needing that file to run files labled "Application" and gives me a search box...anyway i can recover this file...knowing that anything i download will not run because it's an application...i'm at a loss...any and all advice will help
