Win2K3 TS in a workgroup ?

Before you ask there is a very good reason!

I am thinking of getting 3 Servers put in an hosted type environment. 1 Will be the App server and two will be Terminal Server access to the app.

Question I am asking is that can TS licensing live in a workgroup on a network that may very well have domains in it ?
