Win2K Terminal needs setup to shadow users remotely

Howdy, been rummaging around and have found that shadowing on the terminal server itself requires local admin and domain admin permissions! Need to have a supervisor come into the TS server by Internet and shadow users for compliance with call center policies. Tried setting remote control from TS Configuration-RDP-TCP properties and that failed to connect? Please help, understand that RDS will allow one connection for shadowing, just how to get it going is the question?
