Win2k Group Policy not applying under standard user accounts

Hi,

Got a weird one where we have created a roaming profile for a group of users (Call Centre), they also have a restirctive GPO applied that stops Desktop Icons, most menu items, Cmd prompt etc etc. When we log on using the Admin account or the account we made the profile under (bog standard test account), it works fine!

When we log on using one of the call accounts, the mandatory roaming profile is applied, yet the policy doesnt seem to fully kick in, the desktop is visible and they have access to my computer, network settings etc?!?!

If i make the call centre user a member of local admin, reboot and log on, policy applied fine with all the restrictions!

Any ideas why this doesnt work without giving local admin, is there a way round?!? Never had this problem previously. All Win2k testing on SP4 also.
