WIN2000 PRO Bootup Error - - HAL.DLL

My win2000 Pro Toshiba Tecra notebook has just crashed on bootup. The error message is that the Hal.dll file cannot be found and F8 won't allow me to start in safe mode or get to command prompt.

I have the file on floppy disk that I could copy back to the win32 folder, but I've read that it is caused by some conlict with a Legacy device etc. NOTHING has been added or changed to the Toshiba since the last time I successfully strated it.

What diagnostics can we perform and can I boot from a WIN 98 bootup disk or CD and go in and repair problem that creates the error message with the HAL.DLL hardware layer function? Andrew Roach

If you recently created an emergency repair disk, you might be able to use that.....Otherwise, the only other thing that comes to mind is rebuild. HAL.DLL is the Hardware Control List. If this is corrupt or has the wrong information in it, you can pretty well forget about trying to recover your PC. Rebuilding would probably be faster.
If you have data that you require, try re-installing 2K. That might help until you can move the data to a server or somewhere safe.
