Win XP puts USB-SER in other devices?

Hi
I purchased a usb to serial adapter cable. Windows XP sp2 does not detect it, so I loaded the driver from the web site ..windows still does not detect it and puts it in the other devices in device manager. I was told this usb-ser should appear under ports?
what can I do to fix this?
 
1.) place it in another USB port...

2.) make sure that in the BIOS USB is turned on...

3.) try another cable, could be that it is damaged...
