Win XP Network IP Address issue

I have a WINXP machine that somehow lost its connection to the network, email quit working. I checked the usual Network Connection settings and found nothing out of place.However, if set to "Automatically detect IP Address" it would work. I then uninstalled the network card in the Device Manager and rebooted. At boot, the system detected the network card and settings and was working but I really need to assign the IP Address so I tried again. I get the error "the IP asddress you assigned is already in use on the network".
Since then, Ive tried completely removing the network card and reinstall in a different slot and I get the same results.
The IP in question is 192.168.1.11. I cannot ping it, I cannot nbtstat it, I cant find that IP anywhere.
Where is that IP hiding at?
 
Have you tried pinging that IP from another machine while the problem machine is turned on? I'm just curious if it responds.

What do you get when you do an ipconfig /all?

Have you tried ipconfig /flushdns?

You may need to reinstall the IP stack. There may be a way to clear the registry since I have had a DHCP address get stuck there before and had to manually delete it so that it could lease a new address.

IPCONFIG /ALL only shows one IP Address, 192.168.1.12
I have not tried the flush/dns. Exactly what will that do?

I followed the advice in the link you provided but the only thing dimmed under Network Adapters was RAS Async Adapter and it would not let me delete it.

I did a print screen and saved to Word of the IPCONFIG/ALL and the Device Manager with the network tree expanded. If either of you would like to see them, I can email them to you. There might be something there that Im not seeing(or dont know about).
 
BTW, I cannot ping that address(192.168.1.11) from any PC on the network.
 
Interesting development,
I can now ping the "ghost" address but still nbtstat will not identify the name of the computer.
