Win Explorer Activating Another Window After Deleting Files

I am experiencing some odd Windows Explorer behavior. After deleting a file from windows explorer, if I have other open windows, which are not minimized, one of them will be actived and brought to the front. Similar behavior to ALT + TAB. This does not happen if all other windows are minimized. I loaded TweakUI and set the "Prevent applications from stealing focus option" but this has not corrected the problem.

Any ideas?
