Win 2000 Server SBS and Exchange 5.5. Problem Outlook.

I have a problem and I don't know if what happen is a normal procedure or it is a problem. Every time I add a new user in win2000Server SBS with exchange 5.5 and I log in with the user acconunt for the first time, outlook is not configured automatically. I have to manually insert (only the first time) the server name and the user name and then it works fine. But then again if that user try to log in with the same user account on a different computer on the network I have to reconfigure outlook.
Is that normal?

Anybody can help or explain how should this properly work?
