win 2000 dns problem

I have a rather specific question. I have a windows 2000 adv server that is a public DNS server for my domain (IE i host my own dns). DNS has been running successfully on this for years but I just noticed that reverse DNS only works if you are pointed directly to it (IE you have my DNS server listed as one of your default dns servers). If you have any other server listed as your default DNS server and you attempt to do a Reverse DNS query it doesn't work. Is this b/c when other DNS servers send Iterative queries to my DNS server it isn't working for some reason but revursive queries work? The reason i need this to work is b/c i host my own mail server also and some other mail servers do a reverse lookup to verify the validity of email and this is failing so i can't send email to domains that are set up to check reverse dns.
 
I've stumbled accross something that mentions you can have this type problem if your using custom sub-netting. What are you using?

I know that i just use one big class B subnet on my inside LAN. How my ISP has me set up on the public side i have no idea. All i can tell you right now is that i have a full class C from them.
