Why I can not change the advanced properties of page form in outlook?

Hello everybody,

I created a message form in outlook 2000, and I do not want this form has any scrollbar. I try to set the advanced properties of this page form, but it does not work. I can not keep thoes properties. Does any one know why? And what should I do?
