Why does XP work offline?

Can someone help me understand why XP pops this "working offline" on my task bar? Why does XP work offline? It's server is Win2003 okay, now is there some limit in connection to the server? I feel that when the working offline message comes up the connection has dropped or is slow due to heavy traffic. Can some pro add on to my limited understanding and help me understan what this "working offline" is all about please....

Are you using both roaming profiles and have assigned portions of the user profile as offline files?

If you're going to use Roaming Profiles, don't use Folder Redirection on the My Documents folder (or any
other components of the Roaming Profile); it already exists on the network.

If you're going to use Folder Redirection and/or Offline Files on folders in the profile, don't use Roaming Profiles.

Ok my question now is why does XP loose conection to the server? Is it due to network traffic?
 
Is this happening to other computers on the network? You may have a switch or router that is failing.
