Why do the icons keep coming back???! RE: Task Bar

I have put shortcuts to the right of the start menu (task bar area) by dragging and dropping shortcuts to that location. Lately, I wanted to clean up, since there are too many shortcuts and the purpose has been lost. So now I only want 3 shortcuts on the bar. However, when I right click on each shortcut and choose delete - it does disappear - UNTIL I log in again. Those pesty shortcuts come right back!!!! Can anyone help me get rid of them permanently?

A policy setting ? - Maybe there are some ideas in thread616-271796.

Single left click the shortcut and drag it onto the desktop.

Then delete it.
