Why do i get policy_manager error

ifor_pmd is the daemon which monitors your SCO licences and makes sure you don't have duplicate licences installed on two machines on the same network, etc.
Check out its man page. Check whether it's running, and if not log into the console and type ifor_pmd to restart it.
