Why can't I find the fade in/out effect in PPRO 2.0

Look in the transitions.
For Video - Dissolve/Cross Dissolve.
For Audio - Crossfade/Constant Gain or Constant Power.
Just drag onto the end of the clip - up at the beginning, or down at the end, is automatically applied.
Or use the pen tool and adjust the opacity/volume rubber bands.
