Which Panel contains Close Button

New user inherited a system upgraded to 6.5.16
Mildly frustrated that the "admin" access doesn't let me delete anything.
Can't find the right panel to change a modification that has removed the "CLOSE" button from the screen for bartenders.
In Screen/Panel editor there isn't any panel that manages the three buttons on the left bottom of the screen that for servers show "close" "add" and "transfer" -- I guess the last person using the system didn't let the bartenders actually do that.
What magic do I need to possess to change these buttons for my bartenders?

Check to see if the cash drawer is attached to the terminal and that it is set up correctly in Maintenance/Hardware/Cash Drawers. Also, make sure you are assigning a cash drawer to the bartender.
