Where do you enable Ports on a Windows 2000 Server?

There must be an area where you can specify what ports to use for remote access in Windows 2000 server. This may be the reason for not connecting with a remote PCAnywhere 10.0 client because the port may not be open on the host side. The router's incoming log picks up the request. Note: firewall software on the server is not being used; port forwarding is enabled as is port triggering. What should I troubleshoot on both ends?
