where can one find ANSI SQL specs?

Of course, I have Transact-SQL help/specs as a part of my Microsoft SQL Server installation. I also donwloaded the mSQL help. But after two days of searching I am finally giving up - I can't find the ANSI SQL specifications. Is it available on-line somewhere? Or I am just surfing the 'net ni vain?
Thanks in advance!
P.S. And also I am interested how different is T-SQL from ANSI SQL? Are there articles or on-line resources discussing this?
