When is a deleted email REALLY deleted??

I'm looking for some help with a question about Exchange deletion. We have Exchange 5.5 sp4, and I have the retention time for deleted email set to zero, and IS maintainance run nightly. We don't use circular logging. A user deleted an email about two weeks ago, and there is no good backup for this day. Is it possible to use a recovery tool to retreive this email from the disk, supposing that area of the disk hasn't been overwritten?? My understanding is that once an email is deleted (with no retention time, and therefore no option to use the 'recover deleted items' feature of exchange/outlook) and the IS maintainance is run that there is absolutely no way to get that email back.

Does anyone know if this is correct, or know of a way to recover an email in this scenario??
