When Click a Link to Web Page, Page Does Not Come Up

Hi Web designers,

my web page uses frames. (I'm not sure if that is related to my problem)

When anyone clicks a link to access my web page, the page goes to the task bar, so you have to then click that to get the page to open in the browser.

What can I do to cause it to open when the url is clicked when I place it in an email ?

.... this is the url I emailed to others and to myself,
when I clicked on the link in my Outlook Express email
the web page went to the Taskbar, instead of popping open.
Maybe there is something about Outlook Express 6 or IE 6
that causes this, because I use a different email client at work and it opens up ok there...

... and to further confuse everyone,

I should have said the page goes to the Status bar, not the Task bar.
