We sometimes get our full t1 used up on our ip office 406. Any work arounds so customers dont just get a busy signal?

that would be a questions for your T1 provider, they control what happens to that 25th call. They might have a solution like voicemail or a re-direct they can offer. Might be other solutions too, depending on your provider

as jml2665, it's dependent upon what you have with your provider as far as the incoming call. For outbound, you can have it go out another trunk via LCR. If you have frequent busy, I'd reserver the last 2-4 channels in that T1 for inbound traffic only.

How often? It may serve you to just break down, and add more trunk capacity. Maybe even a partial PRI, with the rest for data? Unless you have no data issues with internet access speeds.
