What stores phone language ? System or Phone ? 1

Howdy All,
I'm in quebec, systems here are french / english. New customer (without voicemail) all his phones only seem to have english / spanish. Feature *501 = english Feature *502 = Spanish Feature *503 = Also Spanish

My question is this, what stores the language capabilities, the phone or the system ?? I would have guessed the system ..

Languages are in the system software. Same with voicemail if you add that later.
