I would like to use my Windows XP machine to monitor SQL Server on a remote Windows 2000 server.

What are the minimum Windows rights do I need to remotely monitor the other server?

I only have have SQL Server sa access but not local admin access on the remote server.

I believe that you need to be a power user at the minimum to monitor the perfmon remotly.
