What permissions are needed to resart a service?

This is a Server 2000/2003 question really. I am trying to set up permissions that will allow certain members of my company to be able to restart services on domain member servers. I know that all domain admins can and I read somewhere that members of the "Server Operators" group should be able to but it doesn't seem to work. They keep getting messages saying that they dont have rights. I would like to do this will group memberships and a GPO if possible so that I don't have to make modifications to all of the servers and so that it is easy to compartmentalize access and I don't want to just give out domain admin rights to anyone. Is there something I am missing or didn't do correctly. Any help or pointers to other posts or KB articles would be appreciated.
