What is the user shortcode *DCP 40000000,0,1,1,0 ?

Could someone explain to me what this is and if there are variables on the last 4 digits? 0,1,1,0 also?

I am guessing from what I have read that this is related to forwarding which is the issue I am having. On most systems, I normal pre-load the customer's cell number in the forward tab, OK it and it's available to them when the press *01 to activate.

In my recent 9.1 install, when the customer presses *01 its prompting them to put in a destination. The shortcode tab has the phone number in it as well as the *DCP 40000000,0,1,1,0 line. Should the *DCP line be there at all, or, the first or last entry in a list of shortcodes? I am stick on why the phone is prompting to enter the destination to forward to when they dial * 0 1 .

Sometimes when there are small issues for a user deleting this shortcode could fix it (10% chance)
