what is the name of package that installs ability to use rpm commands?

Hi Everyone,
What is the name of the package to install that ensures the ability or utilities for using the rpm commands?

Is that a package or is it a part of the kernal installation?

Reason I ask is because I find in some installations others have told me they can't use the rpm commands. Then when they do an everything package installation for custom server they are able to use the rpm commands.

so my question is where do i find out which package controls that utility?

You didn't say what flavor of linux you are running but if your disro uses RPMs, chances are very good that the RPM packages will be on the first installation CD for your distro since anaconda will use 'rpm' to install all the sellected packages . For Example, Red Hat has them in /RedHat/RPMS/. The files start with rpm*.
