What is the main reason to go with frame relay, ATM, X.25. I understand that its used to connect sites together(WAN). But why not go with ADSL. I can get a ADSL business package with 5 static IP addresses, 15 GB/month Internet connection traffic, (10 GB/month down, 5 GB/month up.

 
ADSL is usually just a link into an ISP - whereas the other technologies you mentioned, although can link you to an ISP, are usually used to link sites together, NOT to link you to an ISP.
ADSL technology is based on existing 'Local-Loop' circuits already installed and usually providing analogue voice services. ADSL operates at higher frequencies (hence you can't 'hear' it) over the last-copper-leg between the exchange and where you existing phone line terminates. If you were to have a Frame Relay link installed you would generally get an X.21 presented circuit with some sort of NTU (sort of modem) that would generally require a new copper or fibre circuit to be installed.
If you are a large business there are business cases for you to become an 'ISP' and effectively terminate have the ADSL PPPoA tunnels at your premises. This though requires you to have a BIG ATM pipe installed. Another option would be IPSec tunnels over the internet.

Is frame relay cheaper, more reliable, more efficient then getting a ADSL business package. As mentioned above I can get that business package for $150 /month.

Do get frame relay services from an ISP?

 
Another thing is, companies are beginning to use VPN's to connect each other instead of using frame relay. I just don't the big picture, why would they do that?

 
Because Frame-Relay, P2P or whatever WAN service is to offer direct dedicated networking services. DSL links you to an ISP and is not a WAN service. You cannot do P2P DSL service yet. Also DSL, you don't get the SLA that frame, P2P T1 or whatever other service will give you. Thats why you pay more..

As for the VPN thing, it depends on what you need. If you aren't planning on running voice, or any other mission critical app on it, then its fine. But other than that, stick with dedicated services..
