What is the differnces between frames and page layout

I have been reading a book "Teach Yourself Macromedia Dreamweaver in 24 hrs". It has been more then 24 hours for me.

My questions is, why would anyone want to use frames over page layout. Did I missed something? Page layout seems to be much easier then frames. Well, I cannot tell the differences between page layout and frames.

page layout is how you see the pages when you are builidng a site in drewamweaver...

frames is a functions of building a websites where you build a site using multiple pages "frames" to display the website how you want it

Its most common use is navbar in a top or left frame and main content in the other frame...

both are completly different one (page layout) if for you as you build the page and tw (frames) is for a browser when he visits your site! [Hammer]

Frames are, to be honest, not widely used in most business type webpage design, but there are times when it saves an awful lot of work- like keeping the same navigation all the time without reloading it (so you can go more graphic intensive) or keeping the page size and scrolling the main content without the header footer and navigation moving- and without using iframes.
Frames do have there place, and although they can be tricky to work with, they are useful, sometimes.
If you have ever gone to a link within hotmail- the top frame with the disclaimer is a good example of frame use (very annoying frame use if you ask me)- but a case where you might wish to use within a business structure. Sometimes, when my code just won't behave, I take it outside and make it listen to britney spears music, and when it comes back it's really well behaved. I wonder if it's suffering from post tramatic stress syndrome now..
