What is nm?

I got this error when trying to configure ssh:
checking for nm... no-nm
configure: error: The nm program could not be found in PATH.

what is nm? do I need to install it? or do I need to find it and put it in PATH?

I don't seem to have it anywhere. is there a download page where I can go to get this?
