What is Net Hood and what does it do?
 
It is a system directory that stores the connections you would see if you go to Network Places, View, Details
 
to claify so I have a better understanding....

if I'm off the network is it empty? or does it keep files as a pointer?

if I'm on the network is what I see in this directory just another look at mapped drive data? or is it copied data?

If you are off the network it is not empty. It contains a listing of all persistant connections you have assigned and not deleted.

When you are on the network it will match the view from Network Places, View, Details.
