what are the PM problems in construction?

in addition to standard project management issues I see weather as the biggest issue. You cannot control it and you typically cannot forecast accurately beyond a couple of weeks (if that). If you have a contractual obligation to meet a project deadline make sure you negotiate days for weather.
Last serveral years in Texas it's been very dry, construction project finishing ahead of schedule. This year it's been unseasonably wet, for days on end.
Security is an issue to for equipment and materials. Anything left laying around a job site is prone to theft/vandalism.
