Well, strictly speaking of servers this is right.

.NET server are in Beta 3 state. If you have a MSDN subscription you can get theses CDs from Microsoft.

For workstations add :

Windows XP Home Edition (read : diminuted NT)
Windows® XP Professional (read : slow NT)

For NT4, there is a post SP6 security patch.
For XP, many patch available at windows update website.

if you are setting up a new NT server you should have:

NT Server 4.0
NT4 Servicepack 6a
Post SP6a Security Patch Rollup

there may be other hotfixes depending on your specifics.
