Weird problem with the @ key

A friend of mine is having a problem where when he tries to type the @ sign, his computer types 2 colons.

He can type the number 2 and no other keys are malfunctioning.

What could this be? The computer and keyboard were purchased brand new 2 weeks ago.

It may be a foreign language issue, but at two weeks young I'd make the seller swap it out with a new one.

He has a UK keyboard with a US keyboard mapping. He needs to change his locale settings in the control panel (Regional and Language settings).
