weird: Outlook 2000 offline-outbox not sending properly

I've searched Technet, Newsgroups and found no resolution yet.

= Background =
- Outlook 2000 Premium SR1 Enterprise edition(Corp/Exch environment option
selected)
- Windows 2000 Pro SP2
- all patches, critical updates, service packs for both installed.(tried SP3
today as well)
- hardware: IBM ThinkPad, T30 2366-97U (P4-2GHZ notebook)
- clean install, only thing different is that this is an image that has been
SYSPREP'd for cloning to our Corporate notebooks

= Symptoms =
When working offline, you compose an email and hit send, it will go into the
Outbox for later delivery. Then you hit F9 to sychronize, everything syncs
except the Outbox folder.. message is still there
Here's more investigation and symptoms
Outbox:
- I notice that the email sent while offline that didn't sync are 'not
italicized' and the sent date is set to 'none'
- When composing a message while in the Outbox, when you hit send it
'italicizes' and the sent date is set
- When going back to the Inbox to compose a new message or reply to a
message, the email will go into the Outbox un-italicized and sent date set
to none.
- Upon further investigation of the Outbox you open up the email, click
send while in the Outbox and hit F9 to sync and it works.


Crazy eh?...any ideas? or have I found a new bug??

I have tried uninstalling and reinstalling and it doesn't work. After
failing that I did another uninstall and used the MS Office eraser
utility( and
reinstalled and the feature worked...I'm hoping I don't have to do that(there will be at least 40 systems that will require this), as
it seems to be some config/or file that is causing this behavior.
