Weird error when opening User Accounts from Control Panel

This is actually an XP Home box in a corperate environment. My user all of the sudden started having major errors with a CAD/Estimating program, and when I came in to reinstall it, I get an error message saying "Unable to Complete File REgistration" So I decide to check the user accounts and make sure he is set up as an administrator. I open Control Panle, and go to user Accounts, and get this message:

"Wrong number or arguments or Invalid Property Assignment"

I assume that User Accounts uses rundll32 to execute, but I have never seen this error before in my entire career. Any ideas?
 
Can you access the User Accounts from Safe Mode, or in Normal Mode as another user?

Possibilities of malware come to mind.

Have a look at the file nusrmgr.cpl in System32 and see what clicking on that does and consider replacing it from the XP CD in case it has become corrupt.

Try registering the file via "regsvr32 nusrmgr.cpl" in Start Run.

Some general things to try.

See if System Restore will get you back to a restore point before your problem with Explorer.

Try Safe Mode (Do you have this problem in Safe Mode?).

Try running ChkDsk to check your drive for errors. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Select both boxes.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.
