Weird (and maybe simple) security problem

I created a database, imported it to change ownership, split it and secured it. It is on a network server running win 2000. I created a new workgroup and stored the system.mdw on the server also. I created a shortcut to use the new system.mdw. So far, everything works fine until I log on as an account that is not in the admins group. Then I can get clear down to form level at which point I can't add a record. The add button at the bottom is grayed out and the command button I made at the top to add a record returns an error message that it can't get the specified record. I can give this user all the same permissions of an administrator and it still won't work, but if I make him a member of the admins group everything works fine. I tried logging on the lan under the users name in case there was some kind of conflict between win 2000 securities and Access but no workie. I can't help but think it is something simple, but I can't find it.
 
Did you check the permissions for both the front-end linked table as well as the back-end table supporting that form?
